DEEDS, NOT WORDS!

Democratic Party of Moldova puts the interest of all Moldovan citizens at first place.The results of the three years of PDM's government clearly show that Moldova and Moldovans have always been in the centre of all actions that we have promoted.

This is a fundamental change of attitude compared to the governments that were before us. The basis for measures taken by the institutions that we have led mostly came from the citizens, be it requests of professional or social groups, be it the requests extracted from sociological polls, showing what our citizens really want.

Having built the government just on the interests of Moldova and of Moldovans, we managed to achieve specific important results that people appreciate. We showed by deeds that we are pro-Moldova and pro-Moldova only!

Thus, we helped the Republic of Moldova get through a major economic and political crisis; we stabilized economy and relaunched economic growth, as well as reconceived and relaunched the most important reforms for the country. We stabilized and reformed, following international standards, banking systems of Moldova, which is now solid and secure.

For Democratic Party, to be pro-Moldova means to be confident in the true value, in the potential of own co-nationals and in the internal resources of the country, keep our beliefs, values and traditions, be proud of our history. Being Pro Moldova also means strong, modern, Western-type economy, well-being of people and harmony in the society. Being Pro Moldova means support to all categories of citizens and to all ethnicities, making no difference between them.  It means that every day one of the party's main objectives must be to keep the nation united, not divided, always to find points that unite the citizens of Moldova, not to emphasize and feed the ones that divide them.

We fully commit to stay the first in being Pro Moldova, the first in being there for people, and the first in identifying solutions to raise the level of life in the country.

    1. Care for families, children, young people and pensioners

We started being confident that the important reforms that our country needs must be carried out having people understand and accept them, particularly having the most vulnerable categories of the society: needy families, children, young people, and pensioners - protected.

Thus, during three years we managed to increase the average salary in Moldova by 50% and the average pension by 50% as well.

We have increased the one-time benefit paid when a baby is born from 3.000 to 6.303 lei, and launched the First Home Program, the first among measures taken in Moldova to stop migration.

In 2018, we have increased the allowance for payment of heating to 350 lei per month.

Further:

  • We shall increase salaries, so that the average salary goes up from almost 7.000 lei (360 euro) now to more than 12.600 lei (650 euro) in the following 4 years.
  • An absolute novelty in the Republic of Moldova: we shall introduce 200 lei monthly allocation for children. Each child in our country will get additionally, from birth and until the age of 18, 200 lei each month. Parents will use this money in the name of the children, to take care of them.
  • We shall increase the one-time benefit paid when a child is born from 6.303 lei to 10.000 lei.
  • In the following four years, we will continue A New Life Program, launched in December 2018, under which gift boxes with newborn care items are offered for each baby born in the Republic of Moldova.
  • Every year we will index pensions, just as we have done it before, until we provide a decent life to pensioners.
  • We will double the compensation for payment of heating during the cold season. This compensation will be 700 lei monthly, compared to 350 lei monthly, which it is now.
  • We continue funding the First Home Program and concentrate on making it more accessible - through new compensation measures from the budget, through standard mortgage loans conversion, upon request, into First Home type loans. Our objective is to give thousands of young people in our country a chance to buy a home in the forthcoming 4 years. We give them a chance to prove themselves and build a better life here, in Moldova. Moreover, we would like to stimulate public officials to become more professional and stay in the area of specialization as long time as possible, using the two types of support provided through First Home II and First Home III Programs. This measure comes in to complete the projects that stimulate natality by assisting families with many children.
  • We will also increase disability pensions, will provide fair allowances to people with special needs, and will implement new social inclusion programs.

 

    1. Modern infrastructure and regional development

We created conditions for important investments in our country, getting ready, here at home, to become more attractive externally and much more dynamic on the internal market. That is why we started from the simple belief that if you want someone to visit your home, you must first clean your own yard and create a civilized framework. We want people to enjoy life in every village, every commune, and every locality of the country.

That is why in 2018 we implemented the Good Roads for Moldova Program, under which we laid asphalt on 1.600 km of roads all over the country. In one year, we have achieved as much as in the period 2009-2015.

In 2017 and 2018, more than 100.000 beneficiaries were connected to the water supply networks, seven times more per year than during previous governments.

We started to build Chisinau Arena, which will be the biggest multi-arena in the Republic of Moldova.

We launched one-stop-shop for companies and created IT parks in virtual regime.

Further:

  • This year, we are launching Good Roads 2 Program, which, in 2019 only, will help modernize more than 2.600 km of road all over the country. In four years, we will modernize a total of 10.000 km of roads.
  • We are launching the Good Water for Moldova Program, through which we shall connect more than 100.000 people to water supply systems annually. In four years, we will build at least 550 km of water pipes and 300 km of sewage networks. We will build and commission Ungheni-Chisinau gas pipeline, allowing for supply of natural gas from an alternative source for more than half of country's population.
  • We will begin to interconnect electricity networks between the Republic of Moldova and Romania, creating an alternative for electricity too.
  • We will fully implement the concept of one-stop-shop, ensuring high-quality public services. We shall reduce the queues by introducing an electronic system for issuing documents, including those for payment of taxes and duties.
  • For business environment, we will ensure that all the 152 permit documents are issued online.
  • We will expand the e-governance system by developing the egov.md platform and will modernise public service by digitalization.
  • We will modernize railroad infrastructure, also by building new railway lines and by renovating the pool of locomotives.
  • We will expand airport infrastructure by reviving Marculesti International Airport.
  • We will support regional development and creation of new opportunities in country's localities. We will launch rural revitalization projects, projects to rehabilitate depopulated areas, create parks and entertainment spaces.
  • We will finalize construction of Chisinau Arena and will develop sports facilities in each region.
  • We will ensure implementation of 5G internet in the Republic of Moldova.

 

    1. Health for all citizens 

We started the most difficult reforms in healthcare, minding that the biggest and the most urgent gaps in the system, ignored by previous governments, are tackled first.

We have set up vital measures for emergency medicine, including the launch of 112 system, and we truly developed family medicine.

We started the Program of providing modern ambulances, and last year we brought 110 new ambulances to Moldova.

We doubled the number of compensated medicines in the country and extended the period in which children receive medicine free of charge from 0 to 5 years before to 0 to 18 years now. We provided free access to treatment, which cured 15.000 people of Hepatitis C virus.

We have increased salaried for doctors and medical personnel that are paid from the funds of NMIC, as well as for the medical personnel of public institutions, through the new law on single system of salaries paid to state employees.

We carried out the campaign A Doctor for You, under which 30.000 people have been examined free of charge. 

Further:

  • We will provide at least a doctor in each village in the Republic of Moldova though free practice of the family doctor. There will no longer be villages without doctors in our country.
  • We will expand the range of medical services covered by medical insurance policy, providing people better health for the same price. We will modernize the network of hospitals and health centres.
  • We will continue the Program of equipping with ambulances, bringing in this year 170 modern ambulances more, besides the 110 that have already been brought, continuing until the whole pool of ambulances is renewed.
  • We will provide an important set of free medicines for all citizens (for the most widespread diseases).
  • We will provide free access to basic dental services for all children and pensioners. Additionally, we will offer free access to radiotherapy in cancer treatment and in special surgeries.
  • We will create electronic medical file for each citizen, which will lead to better healthcare in the long run. Thusly, we will ensure electronic access to scheduling visits to specialized doctors. Functional information systems created at all levels of healthcare will integrate primary healthcare, specialized healthcare and hospital care.
  • We will tackle waiting lists for many diseases and medical devices, just like we already did it in the case of hepatitis C. We refer to lens of the eyes, prosthetics, treatment of cataracts, knees, elbows, etc.
  • To increase the number of doctors, we will ensure subventions for medical studies.
  • Better salaries and additional infrastructure will help us change the attitude of doctors towards patients in hospitals and clinics.

 

    1. An educated and efficient society

All our actions in education have been and are centred on modern development of children and young people and on preparing them for life. Our major objective is that once students leave school, they must integrate in the society perfectly, be capable to easily find a well-paid job that matches their education. Quality of education must be at the level of developed countries and the capacity to adjust to working conditions - at the level of Western countries.

In this sense, PDM government began to rethink the whole system and stopped non-inspired process of closing schools in the Republic of Moldova. Moreover, we reopened some of the previously closed schools and began to open nursery schools.

We renovated and equipped more than 1.800 schools, colleges and kindergartens in Moldova, including with support from the development partners.

In three years, we increased the salary of teachers by more than 80%. We have also introduced a 2.000 lei allowance for teachers, which they can use to buy the needed teaching materials.

We have increased benefits for young specialists from 45.000 lei to 120.000 lei. 

We have initiated curriculum reform to increase quality of education and introduced digital education in primary school.

Further:

  • We guarantee that we will not close a single school in Moldova.
  • We will increase quality of education by perfecting school and university programs, evaluation system, by expanding the use of information technologies, as well as by better funding and motivations of teachers' performance.
  • We will provide support to managers and trainers in education, giving opportunities and free options for career-long professional training.
  • We will modernize the mechanism of recruitment, training and motivation of teachers, also increasing state support for teacher training programs and introducing a new system of motivating scholarships. 
  • We will continue to bring fairness into salaries in education, considering that have already increased salaries for assistants to educators and teachers.
  • We will provide a sports ground to each school to ensure harmonious development ofstudents.
  • We will solve the problem of lack of places in nurseries and kindergartens, including by attracting and stimulating private investment. 
  • We connect science and research in Moldova to current international concerns, so that scientists have access and are able to provide direct contribution to modernization of the country and great discoveries in the world. 

 

    1. Strong economy, attractive business environment, well-paid jobs

We declared ourselves, from the very beginning of the mandate, as pro-business and pro-generation of major investments. We created platforms for debates with business and used them as direct source of legislation needed for reforms.

At the same time, PDM's philosophy in labour was to protect specializations and crafts as much as possible in parallel with diversification of job types, according to the needs of country's development and theoretical and practical training that the citizens of Moldova have.

Thus, in three years of government, we created 80.000 new jobs, and 95.000 people switched from unofficial to official work.

We reformed Moldovan banking system according to international standards and brought many important Western investors to the sector.

We reduced personal income tax from 18% to 12% and decided that subsistence minimum will not be subject to taxation any more.

We reduced social contribution of the employer from 23% to 18%, stimulating companies to invest more.

We reduced the number of inspection authorities from 58 to 13 (plus 5 independent regulators) and eliminated more than half of permits for companies - from more than 400 to 152.

Further:

  • We will attract important investors, which are able to ensure technology transfer and have a good impact on various sectors of national economy. Thus, we will ensure national economy growth.
  • We will continue to create new well-paid jobs, providing professional development opportunities. 
  • We will double personal income tax exemption (from 24.000 lei to 48.000 lei). 
  • We will reduce tax burden on salary payment by circa 8-10%.
  • We will establish for companies zero tax on reinvested profit.
  • We will eliminate at least 8 fiscal duties and will limit maximum value of the others.
  • We will reduce the number of fiscal and statistical reports, will simplify and digitize them.
  • We will simplify the mechanisms of calculation and payment of social security contributions and medical insurance premiums, reducing the number of related payments from 4 down to 1.
  • We will create and further develop industrial parks and free economic zones, which have potential to generate at least 12.000 jobs with social package and decent salaries in the following years.
  • We are expanding the network of centres of excellence and digital innovation, following Tekwill model, all over the country, at all levels of education.
  • We provide subventions for creating new jobs, supporting economic entities with 4.000 lei for each newly created job.
  • We will maintain PARE 1+1 Program and will provide additional funding, which will facilitate the use of money that Moldovan citizens make abroad to develop business in their families and in localities of Moldova.
  • Every year we increase by at least 25% budget allocations for ODIMM (Organization for SME Development) to fund economic projects launched by young people.
  • We continue to reduce pressures on business in tourism, opening the path for investments in this area, including hotels from the Republic of Moldova in international hotel networks. We will stimulate rural tourism, providing opportunities for rural households based on the concept "Independent entrepreneurial activities".

 

    1. Developed, high-tech agriculture

Our objective for Moldovan villages is to bring human and financial resources back into development of agriculture. We mean here both great investments in agriculture and development of farms.

The concept At least an investor per three rural communities has the role to set the thinking of agriculture development from the point of view of the community's need of economic performance.

That is why we granted almost 2.5 billion lei for subventions in agriculture, 50% more than what was granted before the government mandate took over.

We paid all amounts the previous governments owed to the farmers (almost 500 million lei).

We granted 45 million lei subventions in advance for women and young people who started a business in agriculture.

Further:

  • We will significantly increase the Subventions Fund and will make provision of subventions in agriculture more efficient. Farmers will get support to introduce modern technologies in agriculture. 
  • We will develop national outlet markets for Moldovan agricultural products (also by establishing regional agricultural and food centres), responding to the demand of farmers for better opportunities to sell their products.
  • We will facilitate better access to outlet markets that already became traditional for Moldovan products - EU and CIS.
  • We will negotiate and sign free trade agreements to increase presence of Moldovan agricultural products in new outlet markets.
  • We will ensure better access to water for irrigation agriculture by reforming water management and modernizing irrigation capacities.
  • We will increase the area of forests from 12% to 20% of the territory of Moldova in the coming years.

 

    1. Fair justice and strong rule of law

During the democratic government, we took important steps to align legislation in justice sector to European legal framework, by adopting and implementing reforms that are very important for good development of activities in justice. 

We improved legislation concerning integrity of public officials.

We improved the Criminal Code in matters of liability for fraud in public and foreign funds management and consolidated cooperation with external partners, including European Antifraud Office. 

For the first time since 1992, Moldova achieved complete control of its borders, including Transdniestrian segment.

We decided to eliminate mandatory military service and switch to professional army to consolidate country's defense capacities. 

The greatest number of criminal cases against high-level officials, including officials from the justice sector (prosecutors and judges), as well as against some political persons, have been started.

 

Further:

  • We will modernize judiciary system, promoting elections of judges by people, thusly making judges more responsible with regard to people.
  • We adopted the attitude of zero tolerance to corruption in Justice and will maintain it.We will additionally invest in training personnel for the justice sector, as well as in building their integrity, targeting a better justice system.
  • We will build a justice system that will serve citizens, so that every individual enjoys justice and equal treatment, transparent and efficient exercise of justice under simplified procedures, clear to anyone.
  • In order to consolidate rule of law even further, we will develop dialog on GUAM (Georgia, Ukraine, Azerbaijan, Moldova) platform, considering that it is in our interest to cooperate with neutral states from Black Sea region to counter security threats together.
  • We will modernize the Army of our country; will invest in equipment, supplies and training, building capacity for rapid response to eventual external dangers.
  • A strong rule of law must ensure public order and security of every citizen. In this sense, we will increase the number of police officers on the streets to provide non-stop patrolling and more security to the citizens.

 

    1. Political class reform

In parallel with economic reforms, we also started political class and administrative apparatus reform. We started from the idea that major changes in mentality and attitude towards the citizens must come from the inside of political class.

That is why we promoted introduction of single mandate system and supported mixed system. That is why we came up with the initiative of the referendum on reducing the number of members of the Parliament and on the possibility for people to dismiss them, if they do not fulfil their tasks.

That is why we continue to plead for elimination of parliamentary immunity.

In the last three years, we managed to reform the Government, having reduced the number of ministries from 16 down to 9. We halved the number of employees in ministries and provided financial incentives for those who stayed, to make government activity more efficient.

 

Further:

  • We support reducing number of members of the Parliament from 101 down to 61 to reduce costs of central administration and make functioning of the Parliament more efficient.
  • We support introduction of people's voting for withdrawal of mandates of MPs who do not fulfil their tasks, to make them more responsible in their work.
  • We support elimination of parliamentary immunity.
  • We support civil society involvement in building and reform of new political class based on openness towards the citizens and a greater responsibility in the political act.

 

    1. A good place for the Republic of Moldova in Europe and in the world

During the three years of government, we ensured consolidation of relations with Western partners, particularly with the European Union and with the United States of America.

We managed to sign an agreement with the International Monetary Fund, which contributed to country's financial stability and to increased trust of foreign investors in our country.

We achieved progress in Transdniestrian settlement, including the functioning of Latin script schools, telecommunications, farmland in Dubasari district, neutral licence plates for vehicles, and opening of new access ways across Nistru. 

Further:

  • Democratic Party will categorically support the pro-Western option of the Republic of Moldova, also by speedier implementation of the Association Agreement with the European Union. We will be consequent in the implementation of commitments assumed under this agreement. 
  • We will develop relations with all external partners, and, first, with our neighbours - Romania and Ukraine, as well as with Russia, all CIS countries, and international strategic partners.
  • We will expand foreign relations; will seek partners and opportunities for Moldova's interests in other regions of the world as well.
  • We state again that Transdniestrian region is part of the national territory and welcome the progress achieved in 2017 and 2018 in relations between the two banks of Nistru, and we will support reintegration of the Republic of Moldova under condition of respect for Constitution and preservation of sovereign and unitary character of the country.
  • Just as we did it in the last three years, also by means of the resolution filed and voted at the UN, we will continue diplomatic actions for complete withdrawal of foreign troops from the territory of the Republic of Moldova, an essential step in the Transdniestrian conflict settlement and reintegration of the country.
  • Just as before, we will further negotiate and sign agreements in social security matters with countries where Moldovan citizens are working, so that they can enjoy pensions and allowances based on their work.
  • We will also negotiate and sign bilateral agreements for recognition of diplomas and professional qualifications of Moldovan citizens abroad, to support them in getting access to labour market and avoid discriminatory situations.
  • In the forthcoming four years, we will expand cultural and educational programs for Moldovans in diaspora (particularly for children and young people), aiming to consolidate their connections with the motherland and encourage them to return home.

 

All PRO MOLDOVA

Democratic Party of Moldova is the party that can ensure the strongest economic development in the following 4 years, the party that demonstrated results for people - through deeds, not words.

Democratic Party of Moldova had and will have at first place the main problems of citizens. We increased salaries and pensions, we found money for additional assistance to pensioners and families with small income, more than any previous governments did. It is just a beginning. We will continue to increase people's income and make their life better.

PDM is the only party that has organizational and professional capacity to tackle problems in every community.

PDM stabilized the country economically, socially, and politically after difficult crisis years. We are the only party that can maintain this stability in Moldova, an essential condition to improve people's lives, to pay salaries and pensions, to increase incomes further.

PDM is the most balanced party of the Republic of Moldova, a guarantee of equal rights and of a real voice in running administrative matters at central and local level to all citizens, regardless of their ethnicity. We respect and help every citizen of the country, because everyone has the right to have a better life.

  • We will modernize railroad infrastructure, also by building new railway lines and by renovating the pool of locomotives.
  • We will expand airport infrastructure by reviving Marculesti International Airport.
  • We will support regional development and creation of new opportunities in country's localities. We will launch rural revitalization projects, projects to rehabilitate depopulated areas, create parks and entertainment spaces.
  • We will finalize construction of Chisinau Arena and will develop sports facilities in each region.
  • We will ensure implementation of 5G internet in the Republic of Moldova.

 

    1. Health for all citizens 

We started the most difficult reforms in healthcare, minding that the biggest and the most urgent gaps in the system, ignored by previous governments, are tackled first.

We have set up vital measures for emergency medicine, including the launch of 112 system, and we truly developed family medicine.

We started the Program of providing modern ambulances, and last year we brought 110 new ambulances to Moldova.

We doubled the number of compensated medicines in the country and extended the period in which children receive medicine free of charge from 0 to 5 years before to 0 to 18 years now. We provided free access to treatment, which cured 15.000 people of Hepatitis C virus.

We increased salaries for doctors and medical personnel based on the new law of unitary system of paying salary to state employees.

We carried out the campaign A Doctor for You, under which 30.000 people have been examined free of charge. 

Further:

  • We will provide at least a doctor in each village in the Republic of Moldova though free practice of the family doctor. There will no longer be villages without doctors in our country.
  • We will expand the range of medical services covered by medical insurance policy, providing people better health for the same price. We will modernize the network of hospitals and health centres.
  • We will continue the Program of equipping with ambulances, bringing in this year 170 modern ambulances more, besides the 110 that have already been brought, continuing until the whole pool of ambulances is renewed.
  • We will provide an important set of free medicines for all citizens (for the most widespread diseases).
  • We will provide free access to basic dental services for all children and pensioners. Additionally, we will offer free access to radiotherapy in cancer treatment and in special surgeries.
  • We will create electronic medical file for each citizen, which will lead to better healthcare in the long run. Thusly, we will ensure electronic access to scheduling visits to specialized doctors. Functional information systems created at all levels of healthcare will integrate primary healthcare, specialized healthcare and hospital care.
  • We will tackle waiting lists for many diseases and medical devices, just like we already did it in the case of hepatitis C. We refer to lens of the eyes, prosthetics, treatment of cataracts, knees, elbows, etc.
  • To increase the number of doctors, we will ensure subventions for medical studies.
  • Better salaries and additional infrastructure will help us change the attitude of doctors towards patients in hospitals and clinics.

 

    1. An educated and efficient society

All our actions in education have been and are centred on modern development of children and young people and on preparing them for life. Our major objective is that once students leave school, they must integrate in the society perfectly, be capable to easily find a well-paid job that matches their education. Quality of education must be at the level of developed countries and the capacity to adjust to working conditions - at the level of Western countries.

In this sense, PDM government began to rethink the whole system and stopped non-inspired process of closing schools in the Republic of Moldova. Moreover, we reopened some of the previously closed schools and began to open nursery schools.

We renovated and equipped more than 1.800 schools, colleges and kindergartens in Moldova, including with support from the development partners.

In three years, we increased the salary of teachers by more than 80%. We have also introduced a 2.000 lei allowance for teachers, which they can use to buy the needed teaching materials.

We have increased benefits for young specialists from 45.000 lei to 120.000 lei. 

We have initiated curriculum reform to increase quality of education and introduced digital education in primary school.

Further:

  • We guarantee that we will not close a single school in Moldova.
  • We will increase quality of education by perfecting school and university programs, evaluation system, by expanding the use of information technologies, as well as by better funding and motivations of teachers' performance.
  • We will provide support to managers and trainers in education, giving opportunities and free options for career-long professional training.
  • We will modernize the mechanism of recruitment, training and motivation of teachers, also increasing state support for teacher training programs and introducing a new system of motivating scholarships. 
  • We will continue to bring fairness into salaries in education, considering that have already increased salaries for assistants to educators and teachers.
  • We will provide a sports ground to each school to ensure harmonious development ofstudents.
  • We will solve the problem of lack of places in nurseries and kindergartens, including by attracting and stimulating private investment. 
  • We connect science and research in Moldova to current international concerns, so that scientists have access and are able to provide direct contribution to modernization of the country and great discoveries in the world. 

 

    1. Strong economy, attractive business environment, well-paid jobs

We declared ourselves, from the very beginning of the mandate, as pro-business and pro-generation of major investments. We created platforms for debates with business and used them as direct source of legislation needed for reforms.

At the same time, PDM's philosophy in labour was to protect specializations and crafts as much as possible in parallel with diversification of job types, according to the needs of country's development and theoretical and practical training that the citizens of Moldova have.

Thus, in three years of government, we created 80.000 new jobs, and 95.000 people switched from unofficial to official work.

We reformed Moldovan banking system according to international standards and brought many important Western investors to the sector.

We reduced personal income tax from 18% to 12% and decided that subsistence minimum will not be subject to taxation any more.

We reduced social contribution of the employer from 23% to 18%, stimulating companies to invest more.

We reduced the number of inspection authorities from 58 to 13 (plus 5 independent regulators) and eliminated more than half of permits for companies - from more than 400 to 152.

Further:

  • We will attract important investors, which are able to ensure technology transfer and have a good impact on various sectors of national economy. Thus, we will ensure national economy growth.
  • We will continue to create new well-paid jobs, providing professional development opportunities. 
  • We will double personal income tax exemption (from 24.000 lei to 48.000 lei). 
  • We will reduce tax burden on salary payment by circa 8-10%.
  • We will establish for companies zero tax on reinvested profit.
  • We will eliminate at least 8 fiscal duties and will limit maximum value of the others.
  • We will reduce the number of fiscal and statistical reports, will simplify and digitize them.
  • We will simplify the mechanisms of calculation and payment of social security contributions and medical insurance premiums, reducing the number of related payments from 4 down to 1.
  • We will create and further develop industrial parks and free economic zones, which have potential to generate at least 12.000 jobs with social package and decent salaries in the following years.
  • We are expanding the network of centres of excellence and digital innovation, following Tekwill model, all over the country, at all levels of education.
  • We provide subventions for creating new jobs, supporting economic entities with 4.000 lei for each newly created job.
  • We will maintain PARE 1+1 Program and will provide additional funding, which will facilitate the use of money that Moldovan citizens make abroad to develop business in their families and in localities of Moldova.
  • Every year we increase by at least 25% budget allocations for ODIMM (Organization for SME Development) to fund economic projects launched by young people.
  • We continue to reduce pressures on business in tourism, opening the path for investments in this area, including hotels from the Republic of Moldova in international hotel networks. We will stimulate rural tourism, providing opportunities for rural households based on the concept "Independent entrepreneurial activities".

 

    1. Developed, high-tech agriculture

Our objective for Moldovan villages is to bring human and financial resources back into development of agriculture. We mean here both great investments in agriculture and development of farms.

The concept At least an investor per three rural communities has the role to set the thinking of agriculture development from the point of view of the community's need of economic performance.

That is why we granted almost 2.5 billion lei for subventions in agriculture, 50% more than what was granted before the government mandate took over.

We paid all amounts the previous governments owed to the farmers (almost 500 million lei).

We granted 45 million lei subventions in advance for women and young people who started a business in agriculture.

Further:

  • We will significantly increase the Subventions Fund and will make provision of subventions in agriculture more efficient. Farmers will get support to introduce modern technologies in agriculture. 
  • We will develop national outlet markets for Moldovan agricultural products (also by establishing regional agricultural and food centres), responding to the demand of farmers for better opportunities to sell their products.
  • We will facilitate better access to outlet markets that already became traditional for Moldovan products - EU and CIS.
  • We will negotiate and sign free trade agreements to increase presence of Moldovan agricultural products in new outlet markets.
  • We will ensure better access to water for irrigation agriculture by reforming water management and modernizing irrigation capacities.
  • We will increase the area of forests from 12% to 20% of the territory of Moldova in the coming years.

 

    1. Fair justice and strong rule of law

During the democratic government, we took important steps to align legislation in justice sector to European legal framework, by adopting and implementing reforms that are very important for good development of activities in justice. 

We improved legislation concerning integrity of public officials.

We improved the Criminal Code in matters of liability for fraud in public and foreign funds management and consolidated cooperation with external partners, including European Antifraud Office. 

For the first time since 1992, Moldova achieved complete control of its borders, including Transdniestrian segment.

We decided to eliminate mandatory military service and switch to professional army to consolidate country's defense capacities. 

The greatest number of criminal cases against high-level officials, including officials from the justice sector (prosecutors and judges), as well as against some political persons, have been started.

 

Further:

  • We will modernize judiciary system, promoting elections of judges by people, thusly making judges more responsible with regard to people.
  • We adopted the attitude of zero tolerance to corruption in Justice and will maintain it.We will additionally invest in training personnel for the justice sector, as well as in building their integrity, targeting a better justice system.
  • We will build a justice system that will serve citizens, so that every individual enjoys justice and equal treatment, transparent and efficient exercise of justice under simplified procedures, clear to anyone.
  • In order to consolidate rule of law even further, we will develop dialog on GUAM (Georgia, Ukraine, Azerbaijan, Moldova) platform, considering that it is in our interest to cooperate with neutral states from Black Sea region to counter security threats together.
  • We will modernize the Army of our country; will invest in equipment, supplies and training, building capacity for rapid response to eventual external dangers.
  • A strong rule of law must ensure public order and security of every citizen. In this sense, we will increase the number of police officers on the streets to provide non-stop patrolling and more security to the citizens.

 

    1. Political class reform

In parallel with economic reforms, we also started political class and administrative apparatus reform. We started from the idea that major changes in mentality and attitude towards the citizens must come from the inside of political class.

That is why we promoted introduction of single mandate system and supported mixed system. That is why we came up with the initiative of the referendum on reducing the number of members of the Parliament and on the possibility for people to dismiss them, if they do not fulfil their tasks.

That is why we continue to plead for elimination of parliamentary immunity.

In the last three years, we managed to reform the Government, having reduced the number of ministries from 16 down to 9. We halved the number of employees in ministries and provided financial incentives for those who stayed, to make government activity more efficient.

 

Further:

  • We support reducing number of members of the Parliament from 101 down to 61 to reduce costs of central administration and make functioning of the Parliament more efficient.
  • We support introduction of people's voting for withdrawal of mandates of MPs who do not fulfil their tasks, to make them more responsible in their work.
  • We support elimination of parliamentary immunity.
  • We support civil society involvement in building and reform of new political class based on openness towards the citizens and a greater responsibility in the political act.

 

    1. A good place for the Republic of Moldova in Europe and in the world

During the three years of government, we ensured consolidation of relations with Western partners, particularly with the European Union and with the United States of America.

We managed to sign an agreement with the International Monetary Fund, which contributed to country's financial stability and to increased trust of foreign investors in our country.

We achieved progress in Transdniestrian settlement, including the functioning of Latin script schools, telecommunications, farmland in Dubasari district, neutral licence plates for vehicles, and opening of new access ways across Nistru. 

Further:

  • Democratic Party will categorically support the pro-Western option of the Republic of Moldova, also by speedier implementation of the Association Agreement with the European Union. We will be consequent in the implementation of commitments assumed under this agreement. 
  • We will develop relations with all external partners, and, first, with our neighbours - Romania and Ukraine, as well as with Russia, all CIS countries, and international strategic partners.
  • We will expand foreign relations; will seek partners and opportunities for Moldova's interests in other regions of the world as well.
  • We state again that Transdniestrian region is part of the national territory and welcome the progress achieved in 2017 and 2018 in relations between the two banks of Nistru, and we will support reintegration of the Republic of Moldova under condition of respect for Constitution and preservation of sovereign and unitary character of the country.
  • Just as we did it in the last three years, also by means of the resolution filed and voted at the UN, we will continue diplomatic actions for complete withdrawal of foreign troops from the territory of the Republic of Moldova, an essential step in the Transdniestrian conflict settlement and reintegration of the country.
  • Just as before, we will further negotiate and sign agreements in social security matters with countries where Moldovan citizens are working, so that they can enjoy pensions and allowances based on their work.
  • We will also negotiate and sign bilateral agreements for recognition of diplomas and professional qualifications of Moldovan citizens abroad, to support them in getting access to labour market and avoid discriminatory situations.
  • In the forthcoming four years, we will expand cultural and educational programs for Moldovans in diaspora (particularly for children and young people), aiming to consolidate their connections with the motherland and encourage them to return home.
